Tom Morgan is Newington's Town Planner. His duties include the review of applications for subdivision, lot line adjustment, and all land development and change-of-use outside of the residential zoning district. The Town Planner screens proposals, and then refers the applications to the Planning Board or the Zoning Board of Adjustment for further action if required. The Town

In the case of development proposals on the Newington side of the Pease Tradeport, the Town Planner's review is guided by the land use regulations of the Pease Development Authority. In order to have an application placed on the Planning Board agenda, the Town Planner must receive a written request, along with the property owner's written concurrance and the applicable fee no later than the last Monday of the month. The Planning Board meets on the second Monday of the month. In order to have an application placed on the Board of Adjustment's agenda, a completed application, the property owner's written concurance, and an application fee of $50 (payable to the Town of Newington) should be submitted to the Town Planner. A public hearing will then be scheduled approximately four weeks after receipt of the above referenced items. The Town Planner's duties also include updates, as needed, to the town's Master Plan. Additionally, the Town Planner serves as Newington's specialist in matters pertaining to the 100-Year Floodplain. The Town Planner is available at the Town Hall five days per week.
