The Planning Board's duties include planning for the future of the community, preparation of a Master Plan and a Capital Improvements Program, review of proposed subdivisions, lot line adjustments, the construction of non-residential buildings, and new driveways onto Town roads. In the case of development proposals on the Newington side of the Pease Tradeport, the Planning Board's review is guided by the land use regulations of the Pease Development Authority. The board is also charged by NH RSA 674:5-8 with the preparation of a Capital Improvements Program (CIP) on an annual basis. The intent is to assist the Budget Committee and Selectmen in coordinating spending from various municipal departments, and also to plan large expenditures in a manner that would avoid sudden spikes in the tax rate. On December 11, 2000, the Planning Board formally updated the CIP. The Planning Board recommends 93 capital improvements during the planning period 2001 thru 2006. The annual cost of these proposals (parts one & two), as reflected on property tax bills, will range from $1.53 per thousand of assessed vaule in 2001 to $.86/thousand in 2003. The ranks of this seven member board is supplemented by as many as five alternate members. A quorum of four members is required in order to conduct business. Board members are elected to three year terms. Newington residents may sign up to run for the Planning Board during the month of January. Altenate members are appointed by the Planning Board. The board's monthly meeting is typically held on the second Monday of the month. The meetings are held at the Newington Town Hall, and commence at 7:00 PM. Work sessions are scheduled as needed. The calendar may be consulted for meeting dates, agendas, and minutes. The submission deadline for applications is the last Monday of the month. Each application must be accompanied by an application form, the appropriate application fee, and written concurance from the property's owner.
